What we heard from the Exposure Draft consultation

Key findings from submissions to the Exposure Draft of the Tasmanian Housing Strategy are summarised by stakeholder group and by responses to the proposed focus areas. A list of all organisations and individuals who made a submission is provided as an appendix.

Housing Projections

To assist in development of the Tasmanian Housing Strategy (the Strategy), detailed modelling was undertaken to model Tasmania’s projected housing demand and various elements of demand through to 2041. The data dashboard was released in May 2023 and is available in the key links.

Following the release of the Tasmanian Treasury 2024 population projections, and utilising the ABS 2021 Census data, a 2025 update of Tasmania’s housing projections was commissioned by Homes Tasmania.  This work was undertaken by SGS Economics and Planning to inform ongoing work under the strategy, extending the analysis period out to 2051.

The projections update the original report, providing insight into how Tasmania’s housing needs are expected to change over time, supporting long-term planning that enables issues like population growth, housing demand and affordability to be taken into account.

This report provides regional level analysis using local government level data and complements the Future Populations Network work being undertaken in collaboration between LGAT and the Department of State Growth.

Key findings expected to 2051, include (Medium Series)

  • Tasmania’s population is projected to increase by 19,557 people, with the South growing most strongly (+18.8 %), followed by the North (+7.2 %) and North-West (+4.2 %).
  • Dwelling demand is projected to rise by 10,804 homes compared with previous modelling, reflecting population and household change.
  • The strongest population and housing growth is projected to remain in southern Tasmania, while growth in the North and North-West will be more modest.
  • The projections indicate a growing demand for smaller dwellings (1–2 bedrooms) in the earlier years of the projection period.
  • Demand for social housing is projected to remain stable, but persistent, with an estimated 41,490 households likely to require assistance for social and affordable housing by 2051, if market conditions remain unchanged.

Lived experience consultation

State-wide consultation with people who have lived and living experience of housing stress, homelessness, and accessing housing services was undertaken to inform the 20-year Tasmanian Housing Strategy. Discussion Paper

The Tasmanian Housing Strategy Discussion Paper was open for consultation between Thursday, 8 September 2022 and Friday, 21 October 2022. The Discussion Paper was released in September 2022 and is available in the key links.

A summary of key findings from submissions to the Discussion Paper was prepared and organised by feedback on a proposed vision statement, focus areas and related objectives, housing priorities, and thematic areas to capture broader ideas.
